A Comparative Study On Compensation Systems For Farmers’ Accidents On Germany, Austria And Switzerland

Abstract

|
This study compares the compensation systems for farmers’ accidents on Germany, Austria and Switzerland, examining the characteristics, functions and adequacy of the system. These countries have developed different schemes to protect farmers’ accident. In Germany, although agricultural accidents are covered by the same law with industrial workers, there is a separate administration body for farmers not only with accident compensation, but also with pension and health care. In Austria, social insurance systems for farmers exist separatedly from systems for workers. In Switzerland, there is no public accident compensation scheme for farmers so that private schemes play important roles. However, the Farmers’ Union provides a standardized voluntary scheme that can cover farmers’ specific requirements. Throughout the comparative analysis, two implications can be drawn. First, the institutional forms of the accident security system for farmers can be different according to the historical development process of a country’s accident insurance scheme. Second, in spite of the varieties of institutional forms, agricultural accident protection can be effectively managed when a system reflects characteristics of farmers and is covered compulsorily. In Korea, although the accident insurance law for farmers and fishermen has been enacted recently, it does not seem to reflect characteristics of agricultural accident. Considering the results of this study, it is necessary to re-establish the accident security for farmers in Korea.
